Mission and History

The YEI mission is to promote self-sufficiency and life-long learning by nurturing personal, educational and career development of young people.

The Youth Employment Institute (YEI) was founded on the belief that youth have the ability to overcome barriers that stand in the way to successful employment. YEI is committed to expanding opportunities for youth by providing employment, education and training programs to high risk youth in Portland

YEI began in 1985 as a program administered by the Private Industry Council (PIC), a non-profit organization that offered training programs to some of Portland 's hardest to reach youth - gang members, drop-outs, teen parents and youth involved in the juvenile justice system. These programs focused on personal responsibility and helped youth acquire the skills and experience they needed to reach personal goals.

YEI began to structure itself as an independent organization in 1998 when federal funds for the Private Industry Council changed significantly.  YEI secured 501(c)(3) status on July 29, 1998 and began the process of operating independently.

YEI’s approach to serving youth in the community has been to integrate education and employment services while focusing on at-risk youth ages 14-21.  YEI has historical relationships with the Portland Public School district, the federal Department of Labor, the City of Portland, Multnomah County and numerous community partners.

In 2001, YEI initiated a partnership with Casey Family Programs and expanded its service strategy to work with foster youth ages 16-21.  In 2002, YEI began work with youth struggling to complete high school.  YEI began offering comprehensive services that focused on high school completion combined with workforce preparedness and job placement.  In 2004, YEI began working with youth as young as 11 in a preventive model that began preparing middle school youth for a successful high school experience.  Today, YEI continues to serve at-risk youth ages 11-23 utilizing a broad range of funding sources and community relationships.

This year more than 600 youth will come through the doors seeking services, and YEI will provide job training and education programs to nearly 450 young people.
